The major objective of this grant project is to develop a contracting mechanism which would consolidate public funding streams and reporting requirements for The Door -- a comprehensive adolescent service agency in New York whose program concept has been replicated in several states. It is expected that the Door staff and consultants, together with an appointed lead state and city agency, will develop contracting procedures, performance criteria and reporting requirements through which the Door will be held accountable. Foundation funds will be used to support staff and a consultant responsible for working with state and city officials to negotiate the development of the consolidated funding and reported mechanisms. If successful, this mechanism could serve as a model for other comprehensive service agencies that serve high-risk populations, such as adolescents, the homeless and people with AIDS.
