This contract supports a policy analysis of key issues relating to children and youth with chronic illness, to identify promising program and financing strategies, and to make recommendations concerning possible program activities for this population. The product of the contract will be a report that will: (1) provide a summary of the scope of the problem of handicapped children and identify the major gaps and duplications in the service delivery system; (2) identify model programs and systems of care being developed; (3) provide case studies of promising financing options implemented by the public and private sector; (4) assess the readiness of the policy environment to make a major effort to improve the systems of care for these children and their families; and (5) identify possible program options where the investment of philanthropic dollars could make a major difference for these children.
