The Foundation's Program to Promote Long-Term Care Insurance for the Elderly was designed to stimulate private/public partnerships at the state level for the development of long-term care insurance for the elderly.This contract continues support for the evaluation of the Foundation's Program to Promote Long-Term Care Insurance for the Elderly. Under this continuation of the Phase I effort, the contractor will: (1) document the continued development of the efforts to establish LTC insurance public/private partnerships in the eight states funded under the Program, (2) develop collaboratively with the National Program Office and with the sites, management information systems that could be used to evaluate demonstrations that may be funded under the Program, and (3) determine the feasibility of implementing evaluation design options in order to select an evaluation protocol for Phase II. The continuation effort is expected to result in an interim descriptive report of the state planning and implementation efforts and a full evaluation design for a Phase II evaluation. This continuation contract is required because waivers of Medicaid rules that are necessary for project implementation are not yet in place, thereby delaying the initiation of project implementation.
