Pilot project for a network of local service centers for high-risk youth

The Foundation's program, Local Funding Partnerships, was designed to continue a matching grants program to establish partnerships between RWJF and local grant makers in support of innovative, community-based projects that improve health and health care for vulnerable populations.This project will establish the first of a series of three or more service centers in isolated Dallas County neighborhoods with heavy concentrations of high-need, high-risk youth. Existing health and human service agencies, public and private, from throughout the region will co-locate selected personnel at these sites. Some two dozen agencies have already agreed to participate. In combination, they will provide a core set of services, such as primary medical care; mental health care; education and counseling to diminish risks to sexually transmitted disease (including AIDS), pregnancy, and substance abuse; infant day care; adolescent tutoring; and job training and placement. Referrals and needed transportation will be arranged for youth needing special care. Full-time staffs of the centers will consist of a director, two case managers, and a secretary/receptionist. Other costs include office operations and supplies and such items as local travel. The local funding partners will provide funds needed to complete the budget. All service costs -- primary medical care, mental health care, for example -- will be covered by participating local agencies and will not be part of the center budget.
