Analyzing implications of state implementation of the Affordable Care Act for governments, employers and households, Year 2

Under this project, the Urban Institute will conduct qualitative studies of the 10 states that are receiving technical assistance as part of the State Health Reform Access Network (State Network), and it will additionally conduct a quantitative analysis that is national in scope. The overall purpose of the qualitative work is to assess how the 10 target states are progressing in their implementation of the provisions of the Affordable Care Act (ACA). The overall purpose of the quantitative work is to evaluate the impact of health reform on coverage levels and other relevant outcomes. Deliverables will include a variety of briefs and papers, some of which will be intended for peer review, and others will be published on the Robert Wood Johnson Foundation (RWJF) and Urban Institute websites and disseminated using various communications strategies, as appropriate. This is the second year of a proposed five-year project that will continue to monitor trends in the target states and in national outcomes measures.
