Identifying solutions to the challenges of market-based reform of Medicare in the context of the Affordable Care Act

With this grant, the American Enterprise Institute (AEI) for Public Policy Research will commission three papers for public release that will address central issues in health care reform. The project directors, Joe Antos and Tom Miller, will co-author the papers along with commissioned authors. The authors will develop these papers from the perspective that an explicit market-based approach to health care reform might be a fundamentally different one than that embodied, for example, in the Affordable Care Act. Specifically, the authors will demonstrate how such an alternate approach could be applied to a next important phase of health care reform; namely, Medicare reform. This approach is consistent with findings from roundtable discussions of experts convened by AEI and the Robert Wood Johnson Foundation (RWJF) three times from 2010 through 2011. AEI will organize and hold two major public conferences on the project's overall theme at AEI's headquarters and on Capitol Hill. AEI will also host an additional private AEI/RWJF advisory roundtable to allow further discussion regarding these reform topics. AEI will collaborate with Foundation staff on the specific topics of that next roundtable. AEI will track specific outcomes from this project, including references to the project's final papers in health journals, in the popular media, in popular blogs, and on websites; the number of downloads of the project's papers from AEI's website; and the number of congressional testimonies or private briefings in which the project's authors are invited to participate.
