Purpose:

The Health Impact Project, a collaboration of the Robert Wood Johnson Foundation and The Pew Charitable Trusts, encourages the use of health impact assessment (HIA) to help decision-makers better assess proposed policies, projects and programs with respect to their impact on health, in order that they may avoid adverse health consequences and costs and improve health. We are issuing this call for proposals to demonstrate the effectiveness of HIAs and promote their incorporation into local, state, tribal and federal decision-making.

Eligibility & Selection Criteria:

Eligible applicant organizations include:

  • state, tribal or local agencies;
  • tax-exempt educational institutions; or
  • publicly supported charitable organizations that are exempt from federal income tax as an organization described by Section 501(c)(3) of the Code.

Applicant organizations must be located in the United States or its territories at the time of application.

Selection will be based on the following:

  • Significance of the pending policy, program or project decision to health.
  • Focus on a policy, program or project that is under active consideration.
  • Demonstrated partnerships between the applicant organization(s) and other stakeholder agencies and organizations.
  • Demonstrated commitment to an impartial science-based appraisal of the risks, benefits, tradeoffs and alternatives involved in the decision.
  • A clear, effective strategy for implementing recommendations.
  • A well-conceived communications strategy for informing and educating target audiences about the HIA project, results and recommendations.
  • Potential for the HIA to add value to the decision-making process by addressing health issues that are not already known or may not be immediately obvious, by analyzing and clarifying complex health risks and health effects, addressing the potential for differential impacts on vulnerable populations, or by generating health-based recommendations not yet considered.
  • Contribution of the proposed project to the field of HIA in the United States.
  • The applicant organization’s demonstrated credibility as a source of impartial and scientifically valid information on the decision addressed by the HIA.
  • A strong plan for soliciting and responding to input from affected communities and key stakeholders, including relevant public agencies and leaders, community groups, scientific experts and other organizations.
  • Adequate public health expertise, either within the applicant organization or through a collaborative agreement with an appropriate individual or organization.
  • Anticipated training and technical assistance needs, whether general, specialized or both. Appropriateness of proposed budget and project time line.

Grants are awarded on a rolling basis; proposals may be submitted at any time

  • October 20, 2009—Start date for submission of letters of interest.
  • November 5, 2009 (1:30 p.m. ET)—Web conference call for interested applicants. Registration is required. Please visit project Web site for details.

Total Award:

  • Up to 15 demonstration projects will be awarded in this round of funding.
  • Grants will range from $25,000 to $150,000 and must be completed within 24 months. Proposals for more than $150,000 may be considered under rare and exceptional circumstances.
